Vanilla Skyrim has a variety of issues. Most would agree that the passage of time has not been kind to it, with a ton of people rightfully pointing out a ton of issues with it. Luckily, Skyrim has one of the largest modding scenes around and a ton of creators have dedicated themselves to fixing the game's many issues. One of them is Immersive Patrols, which aims to give the civil war of Skyrim a lot more presence than they get in the base game.
To install Immersive Patrols, drag it into the Skyrim Data folder, as well as using LOOT to determine the optimal load order so you don't crash your game constantly, much like most Skyrim mods.
There's no mystery about what this mod does - it says it right there in the title. It adds patrols to the world to reflect the ongoing Civil War. With this mod, when two opposing patrols meet each other out on the road, they will fight each other like they should. This mod will also add Dawnguard and Thalmor patrols out there. The Dawnguard won't participate in the civil war and is the only faction guaranteed to continue patrolling should you rebuild the fort during the Dawnguard DLC. The Thalmor are linked to the imperial and won't spawn anymore once you complete the civil war.
Overall, if you want to have a more immersive war experience, or just get a better feel for how the civil war is affecting Skyrim, then you should definitely download Immersive Patrols.
