Vanilla Skyrim has a variety of issues. Most would agree that the passage of time has not been kind to it, with a ton of people rightfully pointing out a ton of issues with it. Luckily, Skyrim has one of the largest modding scenes around and a ton of creators have dedicated themselves to fixing the game's many issues. One of them is Total Character Makeover, which overhauls all of the skin and face textures in the game to make everyone look more appealing.
To install the Total Character Makeover, drag it into the Skyrim Data folder, as well as using LOOT to determine the optimal load order so you don't crash your game constantly, much like most Skyrim mods. Alternatively, use a mod manager like Vortex to install it for you.
This mod has a couple of goals - to improve upon the vanilla look without straying too far from it, to give a consistent look, and have detailed but performance-friendly textures. This mod accomplishes this with several features - it improves the hand and foot meshes, it has complete texture sets for all races including the snow elves and the vampire elves. It also improves teeth texture for every race, eye textures, eyebrow textures, beard textures and also features high-resolution makeup, warpaint, dirt, freckles, and scars.
This results in every NPC looking significantly better than usual with only a 1 frame fps loss, at least for me. That means that unless you're a huge stickler for performance, there's little reason not to use Total Character Makeover in your game.
