Why?
With 3 different modes to choose from you can make Los Santos in to a dry stricken city under a drought, well not any drought literally no water at all, you can drive where the sea once was! Or you could go the opposite way and turn GTA in to the lost city of Atlantis and have everything covered in water, or even allow a tsunami to come and hit Los Santos and watch the destruction! Some amazing mods for an amazing game.
